Welder Fabricator, Haiti (1112)

Haiti - Samaritan’s Purse is constructing new structures at Greta Home and Academy. In order to complete this project Samaritan’s Purse will need a skilled Welder to serve on a construction crew for approximately three months. Welders will fabricate and weld structural trusses for construction of a two-story orphanage and school. They will also fabricate other structural elements for primary and secondary structures.

Essential Duties and Responsibilities:
• Fabricate and install rafters or trusses, install purlins and metal roofing.
• Possibly assist in leading of Haitian construction crews.
• Perform other duties as assigned.
• Work jointly and efficiently with other international and national crew members.
• Maintain security of all materials and equipment at job sites.
• Communicate and minister to volunteers and partners, keeping them informed of the team's work and projected needs.
• Complete and submit reports for any injuries occurring at the job sites.
• Follow policies and procedures of Samaritan’s Purse as set forth in the Policy and Procedure Manual.
• Attend daily morning devotions and participate in prayer support for the ministry, its donors and volunteers.
• Maintain a strong Christian witness to colleagues, vendors, charitable beneficiaries, and the general public.

QUALIFICATIONS:
• Experience with structural steel welding.

Senior Programs Manager, Mozambique (1084)

Maputo, Mozambique - Samaritan’s Purse (SP) began operations in Mozambique in 2000, responding to floods in Gaza Province. Since then SP has expanded its work to seven districts in Gaza Province and six districts in Inhambane Province. SP implements its community-based programs through a team of over 200 full-time staff and 5,000 community volunteers.

SP’s primary areas of intervention are food and economic security, water and sanitation, health and nutrition, orphans and vulnerable children, and ministry. In addition, SP specializes in providing rapid and effective disaster relief.

The Senior Programs Manager is responsible for the overall leadership, direction, and oversight of programs in Mozambique. The Senior Programs Manager must ensure that all program designs and outputs align with Samaritan’s Purse’s strategy, donor standards, and local laws. Other essential duties may include assisting the Country Director (CD) in the management of: Operations, Security, Human Resources, Financial Reporting, or Community Relations.

RESPONSIBILITIES:

Work with the CD to create and articulate a clear vision and strategy for SP in Mozambique.
Coordinate all projects in Mozambique in close communication with the CD.
Oversee all aspects of ongoing programs:
• Work directly with the program managers to address programmatic challenges
• Adjust implementation strategies as necessary for successful program outputs
• Ensure each program is contributing a significant impact through monitoring and evaluation
Produce timely and accurate program reports:
• Weekly and monthly program reports submitted to the Country Director
• Review quarterly and final reports for external donors
Develop new program concepts to address the needs in Mozambique:
• Coordinate assessments and gather information
• Prioritize high need areas and sectors
• Assist with new program proposals and budget writing
Ensure program operations are functional:
• Prioritize needs for resource sharing with SP assets
• Ensure accountable and efficient systems are in place
• Approve international purchase requests
• Audit procurement systems, pricing, and inventory on a monthly basis
Monitor financial risk, reporting, and program budgets:
• Work with the Finance Manager to produce funds requests and spending forecasts
• Approve funding requests and payments
• Review program activity reports to ensure proper expense allocation
• Conduct surprise cash counts
Facilitate good community relations by establishing and maintaining positive relationships with church leaders, Government officials, the UN, and non government organizations:
• Ensure that SP is accepted by the community
• Attend relevant meetings
• Coordinate with Government, NGO’s and UN agencies to avoid overlap and identify programming gaps

SUPERVISORY RESPONSIBILITIES:

• As directed by the Country Director, manages employees in various areas. Is responsible for the overall direction, coordination, and evaluation of staff in these areas. Regional Program Development Officer, West Africa (959)

Monrovia, Liberia - The Regional Program Development Officer, West Africa (RPDO) will work throughout West Africa as a part of the International Program Development Unit. The RPDO will focus on supporting and coordinating Samaritan’s Purse (SP) Field Offices as it relates the pursuit and development of programs and grant proposals in Africa. The incumbent will provide consultation in processes related to program and grant proposals to include writing, editing and the compilation of lessons learned. This position may be up to 40% travel.

• Develop programming and proposals for SP Africa field offices using current SP program models and best practices. On occasion the RPDO will be asked to assist in the initial program implementation of proposals they write
• Build capacity of SP Africa field offices in general program development skills, behavior change communication, and qualitative evaluation skills
• Build relationships on behalf of SP Africa field offices with bilateral donors, International Non-governmental Organizations, and other agencies
• Align with the various SP Country Directors regarding the rules and regulations of the field office and ensure that they are aware of all meetings, progress and ideas being formulated

Program Manager, Logistics - Haiti (1097)

Haiti - The Program Manager, Logistics is responsible to oversee and manage logistics; areas of responsibilities will include but not be limited to procurement, storage, inventory, fleet management, communication, facilities improvement and limited IT. RESPONSIBILITIES:

Program Manager, Finance - Haiti (1183)

Haiti - The Program Manager of Finance is responsible for developing, implementing, and coordinating all financial and budgetary aspects of the country office in Haiti; responsible for administrative field accounting, expenditures, bookkeeping and payroll related to a specific program(s), projects and/or region in a country as assigned by the Country Director; ensures compliance with all regulatory requirements; has oversight and management of the finance team in-country.

Finance Manager should have specialized financial skills and experience, accounting knowledge, familiarity with financial software applications.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
• Ensure that all finances are properly administered and monitored including controls performed properly.
• Ensure that appropriate financial regulations and controls are in place and in use at all times.
• Perform and/or manage daily functions including recording all cash, check and bank transfers and other transactions, maintain cash and bank ledgers, monitor cash advances and field expense reports, reconcile cash on hand and monthly bank reconciliation.
• Provide required monthly financial reports by specified deadlines to the Country Director and IHQ as assigned.
• Ensure financial/accounting activity is carried out in accordance SP’s field accounting policies and perform other duties as assigned.
• Review and approve financial transactions for SP field operations based in the region as appropriate (includes vouchers, FERs, Cash Advances, transfers, etc.).
• Ensure adequate cash flow for operations and safety of financial resources at base.
• Ensure all cash is reconciled on a weekly basis, reporting any over/under to country office and investigate any over/under situations.
• Administer all cash advances to employees and partners, reconciling all receipts and remaining cash at month’s end.
• Maintain close and cooperative working relationships with fellow financial staff and the Country Director.
• Provide support to Base Manager and/or Program Managers with regard to financial policies/practices and related areas as required.
• Provide financial information to Program Managers for budgets preparation and proposals.
• Ensure contracts are current on all rental properties, facilities, and vehicles.
• Ensure all the bills and payments are properly reconciled with vendors in a timely manner.
• Identify areas for financial and administrative improvement and work to implement feasible improvements.

Program Manager, Agriculture and Livestock, Cambodia (1178)

Phnom Penh, Cambodia - Samaritan’s Purse (SP) began operations in Cambodia in July 2003, responding to the needs of amputee survivors from the Khmer Rouge period living in a remote village, in Viel Thom, Kampong Speu. Since then SP has expanded its work to 5 provinces, including Kandal (Phnom Penh), Takeo, Kampong Chhnung, Pursart, and Bantey Meanchey. SP implements its community-based programs through a team of more than 60 full-time staff and a number of key local partners and churches.

SP’s primary areas of intervention are household food security, water and sanitation, health and nutrition, orphans and vulnerable children, and ministry. In addition, SP specializes in providing rapid and effective disaster relief.

The Program Manager (PM) oversees all programming relating to agriculture and livestock and is responsible for writing program documents, including project proposals, reports, and management of field staff, in addition to growing potential new projects in agriculture and livestock.

The PM is responsible for management of the current Seeds of Hope agriculture and livestock project which is working in three different provinces.

The PM will work alongside national staff and managers, partners and Churches to strengthen and expand programming in the areas of agriculture and livestock. Frequent travel may be required within the country providing technical oversight to programming.

RESPONSIBILITIES:

• Assist with the field-level execution of the program against all set objectives and within the agreed budgets, through working alongside national staff and managers to provide leadership and direction.
• Work in conjunction with the Country Director, Director of Programs and relevant program and financial staff to draw up plans; carefully construct proposals and budgets for new projects/extension.
• Work with local donor representatives, government authorities and all relevant stakeholders on the program documentation process, ensuring that plans and proposals address critical needs and meet donor criteria for provision of funding.
• Provide overall supervision and support for national staff and managers to ensure that personal and professional development of staff through regular performance reviews and ongoing mentoring.
• Look for opportunities to incorporate the local church into the agriculture and livestock project and seek opportunities to partner with churches and local partners.
• Grow and develop the relationship between SP and partner churches to ensure projects maintain their ministry focus and effectiveness.
• Ensure monitoring systems are in place and that project reviews are carried out periodically in conjunction with the project management and team.
• Ensure familiarity with donor compliance issues, ensuring all projects are compliant with these and SP procedures.
• Attend relevant sector meetings with the purpose of networking and gaining crucial information on the work of other agencies.
• Prepare and submit monthly narrative, financial donor and project status reports in a timely and accurate manner.
• Introduce and implement appropriate improved agricultural technologies to enhance food security of the community.

Program Coordinator, Construction, South Sudan (1177)

Akuem, South Sudan - This position is based in Akuem which is located in Northern Bahr el Ghazal State (NBeG) and is the primary field office for the Church Reconstruction Project (CRP), which has constructed more than 478 churches. During the many years of civil war in Sudan, the Christian church in the south faced persecution and church buildings were looted and demolished, many of them being burned to the ground. Since the Comprehensive Peace Agreement (CPA) was signed in 2005, Samaritan’s Purse (SP) has been bringing hope and answers to prayer for South Sudanese Christians by helping rebuild destroyed churches.

In the fall of 2010, Akuem base also began a Water, Sanitation & Hygiene (WASH) program and drilled 62 wells in 2011 with a drilling rig owned and operated by SP.

In December 2010 and January 2011 thousands of South Sudan returnees traveled from Khartoum by bus, lorry and railway to Northern Bahr el Ghazal State due to the referendum vote and the potential secession of South Sudan. The returnees are continuing to arrive having fled South Sudan during the decades of civil war between the north and south. SP has responded to the situation using the organization’s resources in WASH and becoming involved in NFI (non-food item) distributions for returnees at destination points throughout Northern Bahr el Ghazal State.

The Program Coordinator, Construction should give oversight and direction to the construction crews on each building site. This person is ultimately responsible for ensuring that the building plans are implemented both effectively and efficiently. The Program Coordinator, Construction is responsible for quality control, implementation of appropriate construction standards and practices, maintaining on-site inventory, material procurement, ensuring necessary equipment is maintained, assisting in logistics to sites, financial controls, and developing relationships with the local church communities. The Program Coordinator, Construction may fill in for the Church Reconstruction Program Manager when needed.

Flight Coordinator, South Sudan (1072)

Juba, South Sudan - The Flight Coordinator will be responsible for overall coordination and management of all flights in South Sudan and supporting flight operations. This position will support and train area logistics managers in implementing existing air cargo activities while also providing monitoring and evaluation tools to assess progress against agreed objectives. RESPONSIBILITIES:

• Know what is required to ensure an airstrip is acceptable for landing in South Sudan.
• Ensure that any airstrip maintenance is done in a timely manner to ensure operations are not halted due to bad maintenance and so they will be ready for rainy season conditions.
• Be familiar with airstrips, fuelling regulations, and fuelling contracts in South Sudan.
• Improve SP flight coordination capacity; research what it would take to put up flight operations for SP in South Sudan.
• Be the main focal point for liaising with area logistics managers for flight movement needs, scheduling of flights, invoicing to joiners, and internal cost allocation between project budgets when any one flight stops at more than one project’s location.

Fleet Mechanic, South Sudan (1176)

Akuem, South Sudan - This position is based in Akuem which is located in Northern Bahr el Ghazal State (NBeG) and is the primary field office for the Church Reconstruction Project (CRP), which has constructed more than 478 churches. During the many years of civil war in Sudan, the Christian church in the south faced persecution and church buildings were looted and demolished, many of them being burned to the ground. Since the Comprehensive Peace Agreement (CPA) was signed in 2005, Samaritan’s Purse (SP) has been bringing hope and answers to prayer for South Sudanese Christians by helping rebuild destroyed churches.

In the fall of 2010, Akuem base also began a Water, Sanitation & Hygiene (WASH) program and drilled 62 wells in 2011 with a drilling rig owned and operated by SP.

In December 2010 and January 2011 thousands of South Sudan returnees traveled from Khartoum by bus, lorry and railway to Northern Bahr el Ghazal State due to the referendum vote and the potential secession of South Sudan. The returnees are continuing to arrive having fled South Sudan during the decades of civil war between the north and south. SP has responded to the situation using the organization’s resources in WASH and becoming involved in NFI (non-food item) distributions for returnees at destination points throughout Northern Bahr el Ghazal State.

The Fleet Mechanic is expected to carryout fleet servicing, repair and maintenance in all Samaritan’s Purse bases in South Sudan.

RESPONSIBILITIES:

• Daily planning of workshop work flow; assign duties to mechanics and drivers and supervision of day to day servicing, repair and maintenance of organization’s vehicles, tractors, drilling equipment, trucks, generators, quad bikes and motorcycles.
• Coordinate fleet servicing, repair and maintenance in various Samaritans Purse Bases in Greater Bahr El Ghazal including site visits to the field workstations.

Doro/Mabaan - Samaritan’s Purse has been responding to the refugee crisis in Upper Nile State, South Sudan since September 2011. Our programming currently includes the Doro/Mabaan camp for refugees and contains projects in Nutrition, Health and Food Distribution. Chief of Party, Uganda (1013)

Kampala, Uganda - Samaritan's Purse is seeking a qualified individual to lead and manage a Title II funded Development Food Assistance Program (formerly MYAP). This person will have oversight and managerial responsibility over all aspects of this multi-year and multi-agency program. S/he will be responsible for overall program implementation and staff development. The Chief of Party will provide direct oversight and leadership for the program. This position is contingent upon funding.

RESPONSIBILITIES:

• Provide overall strategy and vision for the DFAP while meeting program goals and objectives and recommending program priorities
• Closely monitor program implementation and strategy
• Coordinate and share information with the Country Director to ensure project targets and donor obligations are being met
• Ensure all project funds are spent in accordance with donor rules and regulations. Work with the Country Director to forecast expenditure surpluses and deficits to enable adjustments to be made to the program in a timely fashion
• Manage the recruitment and training of program staff and build capacity and teamwork
• Support all efforts toward accountability to beneficiaries and to international standards guiding development work
• Liaise with relevant community representatives, donors, and local government
• Attend devotions and participate in prayer support for the ministry, its donors and volunteers
• Maintain a strong Christian witness to colleagues, vendors, charitable beneficiaries, and the general public
• Frequent travel from Kampala to Karamoja, to Kenya (Nairobi and Mombasa), and to the US is required
• Manage all national and international staff related to the program (number of staff to be determined)
• Responsible for the overall direction, coordination, and evaluation of this multi-year program
• Carry out supervisory responsibilities in accordance with the organization's policies and applicable laws
• Interview, hire, and train employees
• Plan, design, and direct work; appraise performance; reward and discipline employees; address complaints and resolve problems.

QUALIFICATIONS:

• Maintains a personal relationship with Jesus Christ. Is a consistent witness for Jesus Christ.
• Master’s degree in international development, economic development or other related field is preferred
• One year of college-level Biblical studies is preferred
• Experience managing development programs in post-conflict/conflict and/or pastoralist areas required
• A minimum of 5+ years of related relief and development experience
• Prior experience in managing multi-year development programs and project management related to agriculture, water and sanitation, community mobilization, commodities and pipeline grants, or Food/Cash-for-Work is strongly desired
• Extensive proven knowledge in program management, specifically previous Title II and DFAP experience
• Desire to help lead people to knowledge of Jesus Christ that transforms desperate situations
• Commitment to the Samaritan’s Purse statement of faith, and experience in working with cross-cultural and cross-denominational Christians

Advisor, Monitoring and Evaluation (1120)

International - Monitoring and Evaluation (M&E) systems and processes require definition, discipline and training. The Program Development Unit (PDU) Advisor for Monitoring and Evaluation will provide clarity, definition and system synchronism across all Samaritan’s Purse (SP) field office locations. The individual serving as the Advisor for Monitoring and Evaluation will work closely with the Program Management Advisor, Regional Directors, Country Directors, and Program Managers as well as within the Program Development Division (PDD) in general. The M&E Advisor will seek to establish meetings with key implementers in the critical start-up phase of programs to ensure the best possible chance of success. Along with the Technical Advisors, this person will promote the best practices of the organization both internally, by capturing the critical lessons learned as well as externally, by writing and presenting programming results to the international community.

The location of where this position will be based is still to be determined.

RESPONSIBILITIES:

• Provide Monitoring and Evaluation training and mentoring on-site for SP Country Directors, and their Program Management/M+E staff;
• As a basic step in program development s/he will provide guidance in the design of program monitoring and evaluation strategies specific to each project while using the tools developed in the Program Management Guidelines.
• Train and/or participate in rapid or baseline-assessments which serve as a basis for validation of outcomes of all program activities.
• Be available to assist/advise/support field offices in conducting project evaluations on a project to project basis to ensure maximum impact.
• Assist offices in developing data entry, storage and analysis templates to assist with M+E.
• Be available to advise on statistical analysis of project data and conduct advanced analysis when required.
• In coordination with the Technical Advisors, write reports for publication and present impact results of SP programs at international conferences, educational institutions and in other venues.
• Stay current in M+E approaches, with the ability to provide clarity on all donor approaches as well as the continually changing codes within the international community.
• Follow policies and procedures of Samaritan’s Purse as set forth in the Policy and Procedure Manual.
• Attend daily morning devotions and participate in prayer support for the ministry, its donors and volunteers.
• Maintain a strong Christian witness to colleagues, vendors, charitable beneficiaries, and the general public.
• Position requires moderate international travel.

SUPERVISORY RESPONSIBILITIES:

This job will not have supervisory responsibilities.

QUALIFICATIONS:

• Maintains a personal relationship with Jesus Christ. Is a consistent witness for Jesus Christ.
• Master’s Degree (MSc.) or equivalent in statistics or similar subject; or ten years related experience and/or training; or equivalent combination of education and experience.
• One year of college-level Biblical studies is preferred
• Commitment to the Samaritan’s Purse statement of faith, and experience in working with cross-cultural and cross-denominational Christians.
• Technical writing skills including developing logical frameworks, monitoring and evaluation plans and evaluation reports.
• Field experience in relief and program development, program implementation and proposal development.
• Working knowledge of donor monitoring and evaluation requirements (UN, CIDA, DFID and USAID etc) and best practice in the field.
• Experience of conducting project evaluations including using survey methodologies of Cluster and LQAS.
• Proficiency and proven track record with using EPI Info and statistical software such as SPSS, STATA or other packages.

12 month contract with the potential for renewal.
